Join us for the NCLOG Annual General Meeting (AGM) on 10th June 2026, 9:30am–1pm, an essential event for members with a strong focus on planning and land contamination. Alongside the formal AGM business and organisational updates, this year’s event will feature the launch of the NCLOG Framework Planning Conditions with a dedicated opportunity for members to explore the framework, discuss its practical application, and share feedback.
The AGM will also provide a valuable forum to discuss and help shape a more consistent approach to planning, collaborate on shared experiences across authorities, and inform NCLOG’s future work programme. It’s not all about PFAS!
All members are encouraged to attend and take part in this important and engaging event.
Event Chair
Rebekah Norbury, NCLOG Committee member
Rebekah Norbury is a Local Authority contaminated land officer working for Cheshire East Council and has been for around fourteen years. Prior to that, she worked for around six years as an environmental consultant specialising in contaminated land. She is on the NCLOG Committee and is also a Chartered Chemist. As well as land contamination, she also has an interest in air quality and has been assisting Cheshire East Council’s air quality team with their education objectives. When she is able to, she enjoys doing outreach activities in schools relating to her job, as she is a STEM Ambassador.

Robbie Calvert, Head of Policy and Public Affairs, RTPI
Keynote speech: A new era for previously developed land
Robbie Calvert is the Head of Policy and Public Affairs for the Royal Town Planning Institute (RTPI). He is a chartered town planner with a background working in public sector planning teams across development management and planning policy functions. He has held a number of roles within the RTPI in both professional and voluntary capacities including a recent position as Corporate Member of the Board of Trustees. Robbie has a passion for all facets of placemaking, urbanism, economics and environmentalism. He has authored a number of research reports relating to for example, 15 minute cities, renewables, rural planning and resources. Robbie focuses his policy work on understanding the needs of planning practitioners and communicating that clearly to political and Whitehall stakeholders through comprehensive public affairs strategies.
Madeleine Berg, Scottish Government
Contaminated Land update: Scottish Government
Madeleine Berg is the contaminated land policy lead at Scottish Government, working within the Environmental Protection Team that also covers Air Quality and Noise policy. Madeleine has a research background in Geology and worked in the third sector before joining Scottish Government in 2022.
Angela Haslam, Environment Agency
Contaminated Land update: Environment Agency
Angela is the Senior Advisor in the Environment Agency’s National Land & Contamination Management Team. Angela has worked for the Environment Agency for over 25 years and is a Chartered Waste Manager and a Chartered Environmentalist. She is the EA’s land contamination and PFAS working group legacy contamination lead providing specialist operational support and represents the Environment Agency at several contaminated land industry groups and forums.
Ann Barker, NCLOG Co-Chair

Ann Barker has over 35 years of experience in contaminated land investigation and management in consultancy and local authority regulation. She formerly chaired the Environmental Protection UK Land Quality Committee, was a member of the DEFRA Part 2A Expert Panel and is a part-time lecturer on land contamination at Leeds Beckett University. Planning issues, regeneration projects, providing internal advice on potentially problematic properties and Part 2A have dominated Ann’s workload. Ann co-founded and currently Co-Chairs NCLOG (National Contaminated Land Officers Group) which was launched in 2019. In 2007, Ann was one of the founders of the Yorkshire Contaminated Land Forum and chaired the steering group until 2023. For many years, she has had a lead role within the Yorkshire and Lincolnshire Pollution Advisory Group (YALPAG). She is also a judge for the Environment Analyst Brownfield Awards.
Sally Shaw, NCLOG Co-Chair

Sally has over 25 years experience in the contaminated land sector beginning as a regulator, then consultant before returning to regulation. She has been involved with many contaminated land organisations and has been on the NCLOG committee since its inception in 2019, becoming co-chair in 2023. Sally has a particular interest in policy and best practice in contaminated land. She was recently recognised as an 'unsung hero' on the ENDS PowerList 2026.
About NCLOG
The National Contaminated Land Officers Group (NCLOG) is a member-led, specialist interest group and is part of the IES. The community works together to act as the national voice for CLOs in the UK and to promote high-quality and consistent regulation and management of land contamination across the sector.
Membership of NCLOG is exclusively open to local authority professionals working in land contamination, on an individual rather than an employer basis. Individuals wishing to join NCLOG must first join the Environmental Policy Implementation Community (EPIC). EPIC membership is open to all local authority environmental professionals, regardless of whether they are IES members. Those working in Land Contamination will also be able to join NCLOG.
